I see this a lot now but cannot find out what it means it is usually before and after a word. please define â€

I wish I could help but, as you can see above, formatting and some punctuation symbols cut and pasted from word processing programs don't always translate perfectly to the internet (HTML) environment. I don't even have a guess at the symbol you sent.
