It is my great pleasure to write this letter of reference for Man Su Kim for entrance into your MA program.
I have known him closely for one and half year, during which I was detached duty as a research fellow at the National Research Council for Economics, Humanities and Social Sciences (NRCS). NRCS is a public institution under the prime Minister and lead collaborative research in order to developing governmental agendas and long-term national development strategies.
He has been working as one of staffs at Future Strategy team in NRCS which is responsible for planning and administering of research projects for national policy. His role has been that of a(n) planner/organizer of policy researches requested by government offices like Prime Minister’s Office and Presidential Committee on Social Cohesion. During the year 2010, he organized several policy research groups such as “A study on the improvement of policy about immigrants and foreigners” and “A study of baby boomers retirement countermeasures”. He has impressed me with his constant, determined and systematic efforts to contribute to the promotion of a more effective national policy. Thanks to his good personality and effective communication with many people from academy, public institutions and government offices, all projects he organized during 2010 were successfully completed on time and highly evaluated by governmental officers.
Since he has worked in NRCS, such academic and research environment he faced have helped him to improve his knowledge on effectiveness and evaluation method of various policy issues.
His English proficiency is so enough to undertake your graduate program. He has coordinated/organized several international seminars and conferences sponsored by NRCS, which need to communicate international speakers and discussants regularly. Due to such job duty, he naturally was exposed in lectures and research seminars in English that helped to improve his ability in learning in English.
ManSu is very ambitious man who desires for further development through a systematic study of public Policy- especially UK public Policy. For this, he would even abandon a permanent position of which he was made an offer from NRCS last February in 2011. While being sorry for his leave, I am so proud of him for his courage to re-align his career path to his true calling, a policy researcher.
Based on his practical experiences and eagerness to study, I strongly recommend his for his admission to your program.
